Police Blotter 8/13/15: Man with Warrants Shoots Gun, Flees

POLICE BLOTTER

August 10

Bainbridge police received notice around 2:22 in the afternoon of “threats with a gun.” A woman had called 911 to report that her three landscapers had seen a man waving a gun on the beach.

Officers Dale Johnson and Jon Ledbetter and Chief Matt Hamner responded to the scene. The homeowner said the man with the gun lived next door.

The landscapers told the police that the man had come down to the beach and pulled out a handgun. He pointed it toward Seattle and offshore boats. He then got a red canoe and put it in the water. He fired a round into the water. The landscapers took off running and called the homeowner.

The officers went next door and made contact with the man’s relative. She told them he had left toward the beach about an hour earlier. She said there were warrants for his arrest and she said she had a no contact order against him.

Cencom confirmed four warrants for the man: two for domestic violence assault and two for no contact order violations. The officers went down to the beach but could not locate the man.

At 4:55 Cencom dispatched officers back to the location, saying they had received a call transfer from Seattle Police advising that the man’s relative was speaking very fast and requesting that police return.

Ledbetter and Johnson returned. The woman told them that the man had returned but left again when he found out the police were on their way. She said he had headed back to the beach.

The officers went outside and saw the man standing about ten steps down from the top of the bluff. Johnson called out to him and he acknowledged him. Johnson told him they needed to talk about an incident earlier on the beach. The man said he didn’t know what Johnson was talking about. Johnson encouraged him to come up the stairs. The man said he knew he had warrants and didn’t want to go to jail. He finally agreed to come back up where the officers grabbed and handcuffed one wrist. The man tried to break free and yelled, “Shoot me.” The officers had to take him to the ground where they were finally able to get on the other cuff.

They read him his rights. He acknowledged he was in violation of the protection order. He would not admit to having a gun. The relative helped the officers locate the man’s gun in the house. It was a Desert Eagle Magnum 45-caliber handgun. The magazine was loaded with nine rounds. There was one round in the chamber.

August 9

Stolen Boat Motor. A woman called police to report a theft. She said that sometime between Friday night and Sunday afternoon, someone entered her property and removed a 1972 Johnson Kicker motor from their boat. She said she had bought it for $50 at the Rotary years ago.

August 8

Driver Too Drunk to Operate Phone. Officer William Shields was sitting at the Blue Canary Car Wash at about 1:19 in the morning. He saw a Boxster convertible heading north on Madison in a hurried manner. It looked to be traveling about 34 mph in a 25 mph zone. It rolled through the stop sign and then rapidly accelerated.

Shields pulled out behind it. He activated his emergency lights. He caught up to it several blocks later. The driver began telling Shields he had not been speeding. Shields could smell alcohol. He asked for the man’s license, registration, and proof of insurance. The man grabbed his phone instead and began tapping on it. After about 45 seconds, he looked at Shields and said, “What do you need?”

Shields repeated his request. The man handed Shields his license. He looked in the glove box, grabbed the registration, looked at it, and then put it back. He then began tapping on his phone again. He finally stopped, looked back at Shields, and said, “What do you need?”

Shields said he still needed his registration and insurance card. The man reached back into the glove box and got out the registration for Shields and then began tapping on his phone again.

Shields called for a second unit.

The man tried to get a copy of his insurance from his phone. He failed. When the phone asked for his user name and password, the man acted as if he didn’t see the prompt and kept tapping on the phone. He did this for about two minutes.

Officer Jeff Benkert arrived on scene.

Shields asked the man how much he’d had to drink. The man said he’d been at a high school reunion and it had started at 5. He said he’d had one drink per hour since then. Shields asked him to exit the vehicle. He did and was unsteady.

He had trouble performing the field sobriety tests, almost falling over, moving his head instead of his eyes, and failing to follow instructions. The man said he could not perform the evaluation. He had trouble reciting the alphabet. He had trouble counting from 65 to 80. Shields asked him to put himself on a scale of 1 to 10, with 1 being stone cold sober and 10 being fall-down drunk. The man said he was a 3.

He agreed to a breath sample and blew a 0.125.

Shields arrested him for DUI. Benkert stayed with the vehicle for impounding.

At the station the man blew a 0.136 and a 0.129. Shields took him to the Kitsap County Jail.

Driver Sleeps and Flips. A vehicle was traveling south on 305 approaching Agatewood at 2:24 in the morning when the driver fell asleep. The vehicle veered to the right and off the roadway. It went into a ditch filled with heavy brush, and the vehicle flipped onto its roof. The driver was unhurt and able to get out of the vehicle.

August 7

Lost Wallet. A man lost his wallet. It fell from his backpack as he rode his bike near Safeway, Sportsman Club, and up Madison Avenue.

Lost Body Camera. An officer lost his Taser Axon body camera.

Vehicle v. Deer. A vehicle was heading south on 305 at 8:02 in the morning. Just north of Vineyard Lane, a deer entered the roadway. The driver didn’t have time to avoid it, and she struck the deer. The driver then pulled over to the shoulder. The deer stood and ran away. The driver was uninjured. The vehicle sustained damage.

Driver Sleeps and Crashes. At midnight, Officer Kurtis Enget was dispatched to a single car motor vehicle collision on Blakely near Oddfellows. The driver said she must have fallen asleep and went off the roadway. She suffered minor injuries and was transported to the hospital.

August 6

Missing Engagement Ring. A woman reported that she had lost her diamond engagement ring on March 21 in her residence. She and her husband have thoroughly searched their home and cannot find it.

Speeding Driver with No License. At about 3 in the morning, Officer Victor Cienega stopped a driver for going 64 mph in a 50 mph zone. He told her why he had stopped her. She said she didn’t have her driver’s license. Cienega asked her why and she said it was suspended.

He learned her license had been suspended for refusal to give a breath sample. He issued her a citation for driving without a license. He warned her about the speeding.

Nearly Squished Motorcyclist. At 2:22 in the afternoon, Officer Jon Bingham was driving East on Winslow Way approaching the intersection with 305. He saw a white truck pulling a trailer making a right turn from 305 onto westbound Winslow Way. Bingham saw there was a motorcycle between the curb and the truck. They collided just in front of the rear right wheel of the truck. The rider tried to jump off his bike and just cleared his feet before the bike went under the back wheel of the truck.

The biker said his ankles hurt. Bingham notified the Fire Department.

The truck driver said he had been confused by the signs going to the ferry. He had thought he was in the correct lane for making the right turn. He said he looked in his mirror but didn’t see the motorcycle.

The motorcyclist was taken to a hospital in Seattle. The bike was impounded.

Bingham cited the truck driver.

Missing Roll of Cash. Officer Mike Tovar contacted a person about theft of money. The man said he had hired a man he knew to do some painting for him. The person he had hired had been painting off and on since late June. The man said he kept a jar full of money in one of the rooms of his residence. He said there was a roll of money in the middle of the jar that totaled $1100. He had to move the jar so the painter could work. He told the painter it was his vacation money. A few days later when he moved the jar back, the roll in the middle was gone. He confronted the painter who denied taking it.

Pot Packaging at the Saddle Club. Officer Bob Day met with a woman at the station. She said she is the President of the Bainbridge Island Saddle Club, located in Manzanita Park. She said in one of the club’s buildings she had found packaging material from a retail unit of marijuana from the nearby pot shop, Paper & Leaf. She was worried that people were using the product on the club property. She said she was worried about the welfare of kids in the club programs.

Day told her to contact the Liquor Control Board officer for the Island, Raj Veluppillai.

Day also went to Paper & Leaf. They did not have specific transaction information for the sale of that unit. But they were able to determine from the lot number that they had received 30 units of that product on July 16.

A woman e-mailed the police requesting a traffic patrol emphasis on Pleasant Beach Drive near Lytle Road because of speeding.

Speeding on Phelps. A woman came to the station to express concern for pedestrian safety on Phelps near Sumanee because of speeding. She requested extra patrols and the speed monitoring sign.

August 5

Lost iPad. A man left an iPad in between seats of a rental car on Friday afternoon. He called the dealer on Monday morning and the iPad was gone.

Stuck Foot. Two vehicles were heading south on 305 near Sportsman Club at 10:03 in the morning. One slowed for traffic. The other didn’t and struck the first. The driver said his foot slipped off the brake and got wedged between the brake and gas pedals.

At 10:45 in the morning, Officer Bob Day was sent to Sunrise for a burglary. He spoke with a man who said he was working on the residence’s back deck. When he arrived at work he saw that the deck stain he had been using was gone. He then saw that the rear sliding glass door appeared to have been forced open. He called his boss who told him to call 911. His boss also called the homeowner. The boss then called the worker to tell him that the homeowner had been awakened between 2 and 2:30 in the morning by a loud thump toward the back of the house. He reported having heard voices. He yelled and then heard nothing else.

The worker said there were 2 full gallon cans and one half-full can of stain missing.

Day noticed a pry mark on the door frame.

August 4

Teen Served Beer. Detective Aimee LaClaire assisted Liquor Control Board officers with compliance checks on the Island. They were all assisted by an 18-year-old Investigative Aid.

The IA and one of the officers walked separately into the Plate and Pint. The IA exited shortly thereafter and approached LaClaire and the other officer. She said she had been served. They entered the restaurant and saw that the other officer was already speaking with the bartender. LaClaire identified herself as a Detective with the BIPD. One of the bartender’s bosses approached and asked what had happened. The bartender said he had looked at the ID but wasn’t familiar with Washington IDs.

The IA said the bartender had not asked her her age. She had been asked to show her ID, which she had done.

Three Homeless Kayaks. A woman called police to report she had found three kayaks washed ashore between October 1 and December 25 in the area of Euclid and Phelps The kayaks had been found near her dock after a high tide. They were left on the dock so they could be reclaimed but no one ever came to get them. Officer Jon Bingham took custody of the kayaks.

August 3

Illegal Dumping. A man reported illegal dumping on his property. Officer Jon Bingham met with him. He showed Bingham a large pile of items that had been dumped. The items included a nightstand, a paintball gun, two bicycles, a weed trimmer, a DVD about the Book of Mormon, and a shipping label addressed to a woman in Suquamish.

Bingham called Suquamish Police Officer Pettit who went to the Suquamish address. The woman who lived there said she was not missing any packages and not expecting any deliveries. She explained that the previous owners of the property had lost it to foreclosure. But Bingham learned that the current owner had an alias in ILeads that matched the name of the previous owners.

The property owner on Bainbridge said he would take the items to the dump.

Where Is the Police Station? A man returned to his parked vehicle in the Ace lot and discovered someone had struck his rear bumper leaving white paint transfer. He drove to the Municipal Court, thinking it was the Police Station. He then called 911.
